After a two-year gap, the pay-and-park system is all set to make a comeback in the City. Bruhat Bangalore Mahanagara Palike (BBMP) is planning to re-introduce the system on selected main roads. It will be among BBMP’s 2007-08 budget proposals, likely to be presented this month-end, an official BBMP source told Deccan Herald. The system was scrapped in 2004, following a series of scandals (involving illegal parking fee collection) rocking the local body. Moreover, complaints of harassment of motorists used to flood the Palike every day. As a result, then mayor Narayana Swamy had decided to bring in a free parking regime. The system used to fetch around Rs 6 crore a year to the then BMP, covering around 60 roads. Revenue source But now the cash-strapped BBMP is out to tap all available revenue sources to the maximum extent possible. The Palike now has to reckon with the huge expectations of the people of the erstwhile CMCs and a TMC (besides those of 110 villages), as far as civic amenities are concerned. According to the sources, BBMP is currently working out the nitty-gritty of the proposal along with the City traffic police. While the police have proposed to introduce pay-and-park on 186 roads, BBMP officials are studying the feasibility of it, the sources said. When contacted, BBMP Joint Commissioner (Development &amp;amp; Enforcement) Anjan Kumar said “the proposal has been there for the past many months” and that BBMP was seriously considering reintroduction of the pay-and-park system. ‘Many hurdles’ “There are many issues connected to its implementation. The traffic police have proposed many roads and we have to look into the feasibility,” he pointed out. For instance, some roads will soon have automatic parking lots. Introduction of the parking system on these roads will not be necessary. Besides, there cannot be parking on a road which has one-way traffic, he explained. CHOSEN MANY * Proposal to be part of BBMP’s new budget. * Traffic police proposes 186 roads. Parking proves slip-pery If you decide to just shove your parking slip in your pocket without reading it carefully, chances are you may not get your bike back! The next time you are at the Bangalore City Railway Station with a two-wheeler, make sure you take a long, hard look at the counterfoil of your parking slip. Because, if you decide to just shove it in your pocket without reading it carefully, chances are you may not get your bike back! And that was precisely what happened to one Mr Khan, who returned to the parking lot of the station only to see that his bike was missing. On asking the parking attendant about it, he got yelled at instead. When he persisted, he was asked to show the counterfoil of the slip. When he fished out the slip (even the part that the attendant was supposed to stick to the vehicle), it was found to bear two different numbers (053225 and 053215). To be sure, the attendant refused to entertain his requests. The hapless Khan then turned to the police, though the latter, for some reason, seemed not to be in a mood to help. In a 13 page affidavit along with three annexures filed before the Karnataka High Court on Tuesday, it is stated that the adoption programme termed as “Guardian Dog” aims at controlling the stray dog problem. The affidavit which was filed by L T Gayathri, Chief Health Officer of the BBMP states that under this programme, citizens will be encouraged to adopt stray dogs on payment of licence fee of Rs 25. The citizens in turn must ensure that the dogs sport a collar. The affidavit also states that they also intend to speed up the pet dog licencing programme. The licence fee would be Rs 50 in case of pet dogs. The BBMP feels that the promotion of “Guardian Dog” is expected to generate public confidence and reduce attacks by stray dogs.&lt;br /&gt;On the recent drive to catch stray dogs, the BBMP clarified that there were strict instruction to euthanise only those dogs which were ferocious, rabied or diseased. The euthanisation of dogs in a humane manner is wrested with the NGO’s the affidavit stated. An average of Rs 400 is being paid per dog to the NGO’s. The BBMP stated further that a monitoring committee had been set up as per the ABCD rules which was headed by the commissioner of the BBMP. “One dog pound was provided for CUPA apart from three dog vans. Bruhat Bangalore Mahanagara Palike (BBMP) is planning to re-introduce the system on selected main roads. It will be among BBMP’s 2007-08 budget proposals, likely to be presented this month-end, an official BBMP source told Deccan Herald. The system was scrapped in 2004, following a series of scandals (involving illegal parking fee collection) rocking the local body. Moreover, complaints of harassment of motorists used to flood the Palike every day. As a result, then mayor Narayana Swamy had decided to bring in a free parking regime. The system used to fetch around Rs 6 crore a year to the then BMP, covering around 60 roads.Revenue source But now the cash-strapped BBMP is out to tap all available revenue sources to the maximum extent possible. The Palike now has to reckon with the huge expectations of the people of the erstwhile CMCs and a TMC (besides those of 110 villages), as far as civic amenities are concerned. According to the sources, BBMP is currently working out the nitty-gritty of the proposal along with the City traffic police. While the police have proposed to introduce pay-and-park on 186 roads, BBMP officials are studying the feasibility of it, the sources said. When contacted, BBMP Joint Commissioner (Development &amp;amp; Enforcement) Anjan Kumar said “the proposal has been there for the past many months” and that BBMP was seriously considering reintroduction of the pay-and-park system. ‘Many hurdles’ “There are many issues connected to its implementation. The traffic police have proposed many roads and we have to look into the feasibility,” he pointed out. For instance, some roads will soon have automatic parking lots. Introduction of the parking system on these roads will not be necessary. Every summer, acute scarcity of water haunt many Bangaloreans. This year, too, the problem is severe. And citizens are having a tough time on Ugadi eve, which is ironically the time to celebrate the new year. Water scarcity is not confined to previous municipality areas alone. With Thippagondana Halli reservoir, a main source of drinking water to many parts of the City, turning dry, most areas in north and west Bangalore are badly hit, reports DHNS.&lt;br /&gt;Take Gayatrinagar in Rajajinagar. Not a single drop of water has trickled in from taps for the last one month. People here have to collect water from public taps, standing in queues for hours on end. Residents are so upset that they, mostly women, took to streets on Sunday and staged a dharna on the main road. Long rows of women and children with plastic pots is a common scene near public taps in almost all of the western part. The worst-hit areas are Mohammedan Block, Srirampura, Mathikere, Kalamanagar, Manjunathnagar, K H B Colony and others. Despite BWSSB’s official announcement that TG Halli reservoir has dried up, no alternative step has been taken yet, the people say. Low pressure Why has water become scarce all of a sudden? Apart from the fall of the water level at TG Halli reservoir, there is low pressure in the supply system. BWSSB has not been able to maintain the supply pressure due to frequent power shutdowns. Besides, the power disruption has affected pumping of water from the Cauvery source, BWSSB Chief Engineer Venkataraju told Deccan Herald. Though they are merged with the newly formed Bruhat Bangalore, citizens on City outskirts continue to be neglected. They neither have the Cauvery water supply nor the tanker supply that erstwhile municipal bodies used to provide. Many borewells, the only source of water, are becoming dry. One reasons for borewells getting dry is the mushrooming of apartment complexes. Every residential apartment complex on the outskirts has more than 10 borewells connected to high-capacity pumps. As a result, borewells in the surrounding houses are left with no water, officials explained. According to local citizens, while BWSSB has no jurisdiction over old municipality areas, the local bodies have shunned the responsibility to provide water ever since the formation of BBMP.&lt;br /&gt;Legislators feel the heat “People hold me responsible. There are instances when angry have people manhandled me. I am fed up pleading with BWSSB officials to solve the problem. On the eve of the festival, the pressure to solve is mounting. Speaking after laying the foundation stone for the collegiate education commissioner’s office on Seshadri Road, Mr Kumaraswamy said that the government was committed to giving top priority to women’s education, and that the move to provide free education in colleges from next academic year was another step in this direction. He said that the government has released a grant of Rs 150 crore for the construction of 90 first grade government colleges in the State. Priority has been accorded to establishing colleges in taluk headquarters which do not have any government colleges. Mr Kumaraswamy said that eight new government first grade colleges would come up on the outskirts of Bangalore, to help students.&lt;br /&gt;He said that initiatives should be taken to give a fillip to research and development. But the tragedy is his mother has to carry him like a child. Noorulla, 14, is mentally retarded. His mind is that of a two-year-old boy. Eleven-year-old Rajesh cannot speak. His hands and legs are not in his control. He crawls in the house and anything that comes in his way gets crushed.&lt;br /&gt;&lt;br /&gt;There were many such cases at a health check-up camp conducted for the mentally retarded by National Institute of Mental and Neurological Sciences (NIMHANS). NIMHANS Director Dr D Nagaraj and his team of doctors examined 250 patients in the camp organised in the town on Sunday. Seventy patients, with more than 60 per cent mental retardation were discovered in the camp. They were eligible for bus pass at discount rates and financial assistance provided by the government. The camp was organised by the Lions Club to help the patients get certificates of their mental retardation which help them to get benefits provided by the government, Project Director Dr A Nagaraj said. The team from NIMHANS also examined and treated many persons with neurological and psychological problems. Parents, despite knowing that their child was dependent on them forever, were asking the doctors was there any way out, with bated breath while the opening of the college, the venue of the camp on Sunday, had created interest among people. Curiously, they came in droves and watched what was happening. “Oh, it’s a beautiful child! God save them. The government gives them Rs 500 assistance. It will help them for their development. The Chief Minister had convened the meeting after visiting the constituency along with legislator Zameer Khan on Sunday.&lt;br /&gt;&lt;br /&gt;SLUM&lt;br /&gt;The government also decided to build a modern complex (residential-cum-commercial building) to accommodate residents of Anandapura slum. The Karnataka Slum Clearance Board would be taking up the project which would provide 600 houses for Anandapura slum dwellers.&lt;br /&gt;&lt;br /&gt;It was decided in the meeting to shift the wholesale wing of the Agriculture Produce Market Committee to the previously identified location in Byatarayanapura. Public need to produce photo ID and e-ticket while travelling. Passport, driving license, ration card, voter’s ID and PAN serve as photo ID. Public with account in any of the banks can book tickets provided they have credit/debit cards with visa and master logos.&lt;br /&gt;&lt;br /&gt;Payment gateway for account-holders with visa and master logos is provided by ICICI. However, SBI account holders can get e-ticket through direct debit to the account. KSRTC has launched the system in association with SBI, ICICI and Radiant Info. KSRTC is the first road transport corporation to launch this system in the country.
